Minutes of the June, 2000, ACFI Net Meeting

MINUTES OF THE 06/20/00 NET MEETING OF THE ACFI SCHOLASTIC STATE CHAMPIONSHIP COMMITTEE The net meeting of the ACFI Scholastic State Championship Committee (SSCC) was called to order by Chairman Jim Wilson at 7:15 PM on Tuesday, June 20, 2000. Participating were Robby Adamson, Jim Wilson, Ken Larsen, Jennifer Shacter, Myron Lieberman, Rachel Lieberman, Marty Schneider, and Spencer Lower. The first topic to be discussed was the issue of regional qualifiers for state scholastic championship events. Robby Adamson proposed a motion to disallow any state scholastic championship event to be held within two months of any other. Discussion indicated that 2 months was too long and that some events may not really be conflicts. Before the motion came to a vote, Marty Schneider proposed a motion that defined who sets the standards for regional qualifiers for state championship events. Discussion continued. Robby Adamson's motion, after friendly amendments accepted during discussion, was worded as follows and passed. “SC00-01 (Adamson) - The motion is: RESOLVED: No scholastic tournament awarding ACFI State Titles may be held within six weeks of another scholastic tournament that awards ACFI State Titles. The Denker tournament and Girls' championships are excepted from this policy. PASSED 6-1 with Marty Schneider opposed and Spencer Lower not yet present. Marty Schneider's original motion was to have the regional subcommittees specify the number, dates and locations of the qualifiers and the SSCC specify the format. After some discussion it was noted that a separate motion on the number would be made and the final wording of Marty Schneider's motion was: SC00-02 (Schneider) - Motion: The dates and locations of the regional qualifiers shall be determined by the regional subcommittees with the format to be determined by the scholastic committee. PASSED 7-0. Spencer Lower arrived at the end of the discussion and consequently did not vote on this motion. Robby Adamson then moved that "The number of Regional Qualifiers that qualify for the State Pre-High Championship that can be held in the Central Region shall be three, specifically to the Scottsdale Area, Phoenix Area, and Gilbert/Chandler area.” Myron Lieberman pointed out that this disenfranchises Peoria and other west valley locations. Robby Adamson agreed to drop the reference to specific locations. Myron Lieberman then raised the issue of maximum number of qualifiers for the other regions. We were assured that this would be covered in separate motions. Discussion continued. Please note that the intent in all three motions was that these are maximum numbers of qualifiers and that there is no obligation to hold the maximum number. The maker of the motion felt that the presence of the word "can" makes that clear and the insertion of "up to" was not needed. The group agreed. The following motions were then passed: SC00-03 (Adamson) - RESOLVED: The number of Regional Qualifiers that qualify for the State Pre-High Championship that can be held in the Central Region shall be three. PASSED 6-1-1 with Marty Schneider opposed and Rachel Lieberman abstaining. SC00-04 (Adamson) - RESOLVED: The number of Regional Qualifiers that qualify for the State Pre-High Championship that can be held in the Southern Region shall be two. PASSED 7-1 with Marty Schneider opposed. SC00-05 Adamson) - RESOLVED: The number of Regional Qualifiers that qualify for the State Pre-High Championship that can be held in Region III shall be three. PASSED 7-1 with Marty Schneider opposed. Please note that the original wording allowed a maximum of two qualifiers and described the region as "the Northwest and Northeast region". Robby Adamson accepted friendly amendments to allow three qualifiers and define the region as Region III. Next to be considered was a motion by Robby Adamson to recommend a schedule for state championship events. The discussion made it clear that it was only a non-binding recommendation. RESOLVED: It is recommended that the State Grade Tournament shall be held in the first half of January; It is recommended that the State Pre-High State be held between the time frame of Mid March to Early to Mid April; It is recommended that the Denker Qualifier be held in the month of March or run in conjunction (at same site) as the State Pre-High School Championship. It is recommended that the Girls Tourney be held in the month of March or April. PASSED 3-0 with 5 abstentions. Robby Adamson, Jim Wilson, and Marty Schneider in favor, everyone else abstained. Marty Schneider then moved that "starting in the year 2002 that the Denker HS tournament and the pre-high be combined to form the Arizona Scholastic State Championship". Please note that the intent is the qualifier for the Denker High School tournament and not the Denker High School tournament, which is a USCF National event. Discussion showed strong agreement that we would like to see a combined event, but not that it be mandated. SC00-06 (Schneider) - RESOLVED, starting in the year 2002 that the Denker HS tournament and the pre-high be combined to form the Arizona Scholastic State Championship. FAILED 1-6-1 with Marty Schneider in favor and Spencer Lower abstaining. Discussion continued as most felt that organizers should be encouraged but not mandated to bid on a combined event. Jennifer Shacter made a motion, which was amended with perfecting wording by Myron Lieberman. SC00-07 (Shacter/M. Lieberman) - RESOLVED, starting in the year 2002 that the Denker HS tournament and the pre-high may be combined to form the Arizona Scholastic State Championship. Organizers are encouraged to submit bids for the combined event. PASSED 8-0. At this point Jennifer Shacter had to leave temporarily. Ken Larsen then proposed this motion and in discussion indicated that he felt it was needed. SC00-08 (Larsen) - RESOLVED: Regional qualifiers may not be held on the same day as the events that they qualify towards. PASSED 6-1 with Marty Schneider opposed and Jennifer Shacter absent. Robby Adamson then presented this motion. SC00-09 (Adamson) - RESOLVED: No scholastic tournament awarding ACFI State Titles may conflict with a USCF scholastic tournament that awards National Titles. PASSED 7-0 with Jennifer Shacter absent. Whether or not Kindergarteners should need to qualify for state championship events was discussed. Ken Larsen wanted to get the views of the coaches. No motion was forthcoming. Marty Schneider proposed the following motion. "Resolved that the Arizona Open Scholastic Championship be held at the beginning of the school year and be open to out-of-staters and the winner to be the scholastic open champion as opposed to state champion”. During discussion on the motion President Robby Adamson made the following statement: "I, as President, to avoid any sort of claim of using the wrong process, hereby declare that the Bidding Process be extended to July 15, with the regional subcommittee deciding by July 31.” Discussion continued on the proposed motion, centered primarily on whether or not the Open Championship should convey as State Title. Since the BOG has already included an Open title, the SSCC can only recommend a change to the BOG. The SSCC cannot take action counter to a BOG action. Myron Lieberman offered the following substitute, which was accepted by the maker of the motion. SC00-10 (Schneider/M. Lieberman) Resolved that the Arizona Open Scholastic Championship be held at the beginning of the school year. It shall be open to all grade eligible players regardless of state of residence. The winner will be the scholastic open champion. PASSED 6-1 with Ken Larsen opposed and Jennifer Shacter absent. Jennifer Shacter returned at this point. Bidding requirements were discussed. Jennifer Shacter pointed out that " the committee to establish requirements for state championship financial reports will meet on July 18 in the evening, just in case anyone not already on this committee wants to join us.” The question arose regarding USCF's bidding guidelines for National events. Myron Lieberman indicated that he would either e-mail them or point to their location on the web. Robby Adamson then proposed the following motion: "RESOLVED: The deadline for submitting financial statements (photocopy of receipts ok) be submitted no later than 45 days after the event concludes." The question arose as to whether or not this contradicted a previous BOG motion to make the time 90 days. Jim Wilson located the BOG motion, which was "1299-12 (Carter): All ACFI events must report financials within ninety days of the event. PASSED UNANIMOUSLY" Since the proposed motion was contrary to a previous BOG motion, it was not voted. Instead Robby Adamson suggested that it be discussed in e-mail and voted at the August BOG meeting. The conflict between the ACFI's pre-high championship and Richard Peterson's CEA event next year was discussed. The meeting was adjourned at 10:05 PM. Myron Lieberman thanked Jim Wilson for chairing and hosting the net meeting.
